Meet Pastor Cepheus Soclo, founder of Refuge Ministries International.
Pastor Cepheus Soclo is a Liberian pastor and ministry leader from Liberia. He founded Refuge Ministries International in Monrovia with a vision to reach people with the gospel while also meeting real needs in education, healthcare, agriculture, and economic empowerment.
The beginning
A ministry launched in Liberia on December 15, 2019.
Refuge Ministries International began with a heart to see people in Liberia restored through Christ and strengthened through practical support. The ministry launched Refuge Center as a church plant, then expanded into community education after seeing the need among children in the Gaytown area of Old Road, Monrovia.
The work is built around five mission areas: church planting, education, healthcare, agriculture, and economic empowerment.

RACE Academy opened in the Gaytown community with 30 children on the first day.
The school grew to 97 students with 11 staff plus the principal, serving children from kindergarten through grade four.
The ministry is believing to serve at least 200 children and build dedicated classroom space on land the ministry owns.
Church Planting
Refuge Center is helping people come to Christ, grow in discipleship, and become part of a local church family.
Education
RACE Academy provides tuition-free education for children whose families often cannot afford consistent schooling.
Healthcare
A nurse partners with the ministry three days per week to examine children and provide basic medical attention.
Economic Empowerment
The ministry has trained more than 40 young women in practical skills such as soap making and wants to equip them with startup tools.
Technology
The vision includes tablets, laptops, and AI-supported learning so students can build computer skills and learn visually.
Future Classrooms
The school currently shares church space. The next major goal is a dedicated building that can grow with the children.
